Jennifer’s older Brother. A rich man but a little loony. He comes to Nerima to try to talk Ben into one of his pay-per-view tournament specials on one of the Cable networks he owns. But he feels that since Ben is Family he should do it free of Charge.

After staying in Nerima for a while he realizes there are others more suitable for the Job. And he hires Ranma to do the job for the small fee of a no frills flight plane ticket to China. During the tournament Ranma realizes just how crazy Phil is as he encounters ring hazards like spikes shooting up from the floor and flame-throwers hidden throughout the arena. Finally when he wins the tournament, Phil backs out on his part of the deal through a loophole in the contract.
